Reforming Tourism Development Policy to Enhance Sustainable Destination Governance in Bali Indonesia

Abstract

Tourism has become one of the most significant sectors contributing to Indonesia's regional economic development, particularly in Bali, which is internationally recognized as one of the world's leading tourist destinations. The rapid expansion of tourism has generated considerable economic benefits, including increased regional income, employment opportunities, investment growth, and infrastructure development. However, tourism growth has also created complex governance challenges, such as environmental degradation, excessive tourism concentration, inadequate infrastructure capacity, fragmented institutional coordination, and uneven stakeholder participation. These challenges indicate that existing tourism development policies have not fully accommodated the principles of sustainable destination governance. This study aims to analyze the implementation of tourism development policies in Bali and formulate policy strategies to strengthen sustainable destination governance. The study employs a qualitative research design using a literature review approach. Data were collected from government policy documents, national and regional regulations, reports published by international organizations, and scholarly literature related to tourism governance, public policy, and sustainable development. The collected data were analyzed using qualitative content analysis to identify policy gaps and formulate recommendations for improving tourism governance. The findings reveal that although Bali has established various policies supporting tourism development, their implementation remains constrained by fragmented institutional coordination, inconsistent policy execution, limited stakeholder collaboration, and insufficient monitoring and evaluation mechanisms. Consequently, strengthening tourism development policy requires an adaptive governance approach that promotes collaborative governance, institutional integration, stakeholder engagement, digital governance, and sustainability-based policy evaluation. These strategies are expected to enhance destination governance while ensuring that tourism development contributes to long-term economic prosperity, environmental sustainability, and community well-being.
