Implementation of Legal Deposit Regulations for Printed and Recorded Works (SSKCKR) in Developing the Deposit Collection at the West Java Provincial Library and Archives Service

Abstract

Legal-deposit regulation is essential for preserving intellectual and cultural heritage, yet its implementation at DISPUSIPDA West Java remains constrained by inconsistent depositor compliance, limited digital integration, inadequate preservation facilities, and restricted access to recorded works. This study aims to analyze the implementation of the Legal Deposit of Printed and Recorded Works regulation by examining depositor submission practices and the management of deposited materials. The analysis is informed by policy implementation, regulatory compliance, and digital preservation perspectives. A descriptive qualitative approach within a constructivist paradigm was employed, using purposive sampling, observation, in-depth interviews, documentation, and literature review, with data analyzed through pattern matching, explanation building, and time-series analysis. Findings show that implementation has progressed through structured submission and collection-management procedures, but weaknesses persist in compliance, system integration, preservation, access, and enforcement. The study recommends stronger monitoring, integrated digital systems, improved preservation infrastructure, and proportionate regulatory enforcement to strengthen sustainable deposit governance.
