Abstract
Effective village governance plays an important role in improving public services, supporting sustainable rural development, and enhancing community welfare. The success of village administration is highly influenced by the performance of the village head as the leader of the village government. This study aims to analyze the effectiveness of the Village Head’s performance in the implementation of village governance in Senganan Village, Penebel District, Tabanan Regency, and to identify solutions to overcome the factors that hinder effective performance. This research employed a descriptive qualitative approach. Data were collected through observation, interviews, and documentation. The informants consisted of the Village Head, village officials, members of the Village Consultative Body (BPD), and the community of Senganan Village. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The study adopted Richard M. Steers’ organizational effectiveness theory, which includes work quality, timeliness, work initiative, problem-solving ability, and the ability to foster cooperation. The findings reveal that the performance of the Village Head in administering village governance in Senganan Village has not been fully effective. This condition is indicated by the existence of village programs that have not achieved their targets, delays in program implementation and public services, low community participation in village activities, and insufficient transparency of information to the public. Several factors contributing to these conditions include limited coordination among village officials, low levels of community participation, and inadequate supporting resources. Therefore, efforts to improve the effectiveness of the Village Head’s performance should focus on strengthening internal coordination within the village administration, enhancing transparency and accountability, encouraging greater community participation in village development, and optimizing community empowerment and development programs.
